Imposed by Bexar County\, this “tourist tax” is not funded by residents’ pockets but from out-of-county visitors. The tax has funded various projects over the years\, including the construction of the Spurs’ current home\, the Frost Bank Center\, and more recent improvements to the San Antonio River and sports facilities. \nHow it works \n\nHotel Occupancy Tax: A portion of the tax on hotel rooms is set aside for venue funding.\nRental Car Tax: A separate tax is placed on rental car services\, with the revenue going to the venue fund.\nVoter Approval: The use of these tax funds for specific projects must be approved by voters in Bexar County.\n\nRecent Developments \n\n2025 Ballot Measures: In a November 2025 election\, voters were asked to decide on two propositions to raise and extend the venue tax.\nSan Antonio Spurs Arena: A key purpose of the ballot measures was to help fund a new downtown NBA arena.\nFrost Bank Center & Rodeo Grounds: The proposed taxes would also help fund improvements and upgrades to the existing Frost Bank Center and the San Antonio Stock Show and Rodeo grounds on the East Side.\n\nIn essence\, the Bexar County Venue Tax acts as a way to finance major civic improvements and facilities\, with the financial burden placed on visitors rather than local residents\, subject to voter approval. \n17 Proposed Amendments to the Texas Constitution\nIn the November 4\, 2025 election\, Texas voters will decide on 17 proposed amendments to the Texas Constitution. The ballot propositions cover topics such as tax relief\, funding for water infrastructure and education\, judicial conduct\, and parental rights. For an amendment to pass\, it must receive a simple majority of votes. \n\n_______________________________ \n\nProposition A \n\nFunding target: A Coliseum Complex Venue Project that focuses on upgrades and improvements to the county-owned facilities on the East Side.\nProposed funding: Up to $192 million from the venue tax\, along with an existing $48 million in generated revenue.\nBenefiting facilities: The Frost Bank Center (current Spurs arena)\, Freeman Coliseum\, and other facilities used by the San Antonio Stock Show & Rodeo.\nIntent: To re-imagine the East Side district\, potentially for year-round rodeo and livestock events.\n\nProposition B \n\nFunding target: A new\, multi-purpose downtown arena for the San Antonio Spurs\, which would be built near Hemisfair.\nProposed funding: Up to $311 million from the venue tax to partially fund the new arena\, estimated to cost $1.3 billion.\nConditions: Funding for Proposition B is contingent on voters approving the tax increase. The City of San Antonio would also contribute funds\, and the Spurs organization would cover a portion of the cost and any overruns.\n\nKey considerations for voters \n\nTaxpayer impact: The venue tax is designed to be paid by visitors\, not Bexar County residents.\nAlternative outcomes: A “yea” vote on a proposition authorizes the designated project\, while a “nay” vote means that portion of the venue tax remains at the current rate and is used to pay off existing debt.\nControversy: The proposals have generated debate\, with supporters citing economic development and opponents questioning the use of public funds for a private sports arena.
